Stimulating enterpreneurship competitiveness and regional development in rural areas

After almost three years of activity, the DISTRICT Interreg IIIC RFO is soon coming to its conclusion. DISTRICT's Final Conference, organized by Tuscany Region together with the other three partner regions, will provide the occasion to share its results with other European regional and local actors. The Conference will take place on the 16th April 2008 at the Espace Monte Paschi Belgio in Brussels and will mainly focus on the good practices delivered by the project and by the eleven funded subprojects. Attractive stories about most innovative ideas from major centres of excellence will be illustrated by a series of live presentations and videos from the four partner regions. Outstanding representatives of the four partner regions and the European Commission will participate in this unique event. The event will be preceded by a workshop on the 15th afternoon at the West Midlands in Europe premises in Brussels. Final Conference in Dříteč near Pardubice

Mr. Petr Šilar, a Councilor of the Pardubice Region, commenced the Final Conference that was held on 13 – 14 November 2007. As the Lead Partner of the eFarmer Operation, he assessed implementation from the point of view of management and performance of objectives, activities and outputs. Similarly, the Polish and Finish partners provided a similar assessment from their point of view. This was followed by presentations of the results of the individual subprojects, which were given by the representatives of the participants of the subprojects. Mr. Carlos Bolanos, a representative of the Joint Technical Secretariat INTERREG IIIC EAST, Vienna, also visited the Final Conference. The Final Conference was also visited by members of the press and TV and several interviews were given to support the promotion of the results of the eFarmer Operation. In conclusion, the Lead Partner Petr Šilar could state that the assigned tasks are being met and thus a good foundation has been created for the eFarmer Operation to be brought to a successful end. Lead Partner Petr Šilar evaluated the course of the implementation of the eFarmer Operation as follows: The greater part of the Pardubice Region is of an agricultural nature; it includes fertile production areas as well as low-mountain and mountain areas, which provide less favorable conditions when it comes to agriculture. Following the accession of the Czech Republic to the European Union, the Pardubice Region searched for ways how to help agriculture and rural areas to adapt as best they could to the relations within the EU. It was obvious that it would be necessary to focus primarily on making farmers more competitive, so that they could hold their ground on the free market of the EU and so that at the same time they would be able to secure their multifunctional role in rural areas. It seemed that one of the effective ways how to achieve this would be to make use of the existing cooperation between Regional institutions and similar institutions in new as well as old EU Member States and by joining mutual strengths to create tools that would make agricultural farms more competitive, that would improve the expert knowledge and skills of farmers and their know-how. The result of all the efforts was that in cooperation with the Association of Rural Advisory Centres (ETELÄ-SUOMI Region, Finland) and the Agriculture Advisory Centre in Warsaw Division Poswietne in Plonsk (Mazovian Region, Poland), an application was drawn up under the INTERREG III C-East Programme, which was approved in March 2005 under the title “Stimulating entrepreneurship competitiveness and regional development in rural areas” (eFarmer acronym). The main aims of the eFarmer Operation is the mutual exchange of experience in applying various approaches to issues concerning rural development between participating regions from old (Finland) and new EU Member States (Czech Republic and Poland), the creation of new innovative supporting tools and the establishment of an international partnership between existing local and regional institutions which deal will the development of rural areas. Particular effort is focused on the creation of tools that make farmers more competitive while at the same time respecting the rules of the reformed EU Common Agricultural Policy, thus providing for improved efficiency of economics, landscape protection, animal welfare, and food safety with regards to entrepreneurial entities that specialize in agriculture. The initial step of the project was to put into concrete terms and to specify the agricultural needs of farmers and advisors in individual regions, which very much differ both in farm size and the level of services provided. An analysis of the farmers’ needs and conditions, however, showed that compliance with the EU Common Agricultural Policy creates similar problems in all cooperating regions and forms the basis for the necessary cooperation. Based on a call, a total of 10 subprojects were approved. A total of 19 regional institutions got involved in them.

First call for proposals open for INTERREG IVC programme
The first INTERREG IVC call for proposals was launched on 21st September 2007 and will close on 15th January 2008. It covers the two thematic priorities of the programme: ‘Innovation and knowledge economy’ and ‘Environment and risk prevention’. No specific budget allocation has been set for this first call which is also open to the two types of interventions: ‘Regional Initiative Projects’ and ‘Capitalisation Projects’. The Application Pack is available for download on this website. Potential applicants should read the Programme Manual carefully before contacting the Secretariat. Concerning the Regions for Economic Change initiative and the Fast Track networks, further information can be found: - in the INTERREG IVC Programme Manual - on the Regions for Economic Change website All requests for information should be sent by email to interreg4c.net. The ECORYS INTERREG Project Development Training
INTERREG is an interesting European fund as it stimulates international positioning, knowledge development and strength. Such cooperation is now funded up to 75%* . However, preparing a good and successful INTERREG project proposal is far from an easy task, due to the (new) requirements on partners, finance, indicators, project logic and the challenges of international cooperation. ECORYS has therefore developed a training course that boosts the quality of your proposal. The training provides guidance on how to meet the requirements for the new programme period 2007-2013 and how to improve your proposal's chances of success in both content and organisation. The ECORYS INTERREG Project Development Training focuses on key issues in the proposal phase: • Content development (process, clear & well presented objectives & logic, involvement of partners) • Team building & Partnership building (what contract type, how to communicate and divide tasks) • Financial resources (how to calculate budgets, what rules to apply) • Indicators (how to develop clear indicators) • INTERREG terminology, language and rules (planning, presentation styles and techniques) Our training programme takes a pragmatic approach, combining working and learning.
